Error description

• global.rule file may become corrupt when sharing a project over
  windows share files.  The project will open but Tester will not
  allow you to edit or execute the test.
  

Local fix

• Restore the file from back-up.

Problem conclusion

• A fix to address this issue was included in GH Tester version
  5.4.0.20. The same fix was included in Rational Integration
  Tester version 8.0.1.3, and Rational Integration Tester version
  8.5.0
