• When trying to invoke TelUrl.setPhoneNumber("#4444")  on the
  created URL throws an illegalArgumentException, so cannot
  create a TelUrl with #4444.

  When you try to create a URI through SipFactory Object the
  Container, it does not distinguish between treatment Of SipURI
  and TelURI. It makes the "#" sign to be escaped even if it is
  a TelURI.
  

Problem conclusion

• There is a new Custom Property : "unescape.hash.char.in.teluri".
  When it is set to true, the "#" prefix sign won't be escaped.
  
  The fix for this APAR is currently targeted for inclusion in
  fix packs 8.0.0.7 and the fix pack following 8.5.0.2. Please
