PM81228: [wi 259643] 'Loading Additional Items' message stays even after plan is completely loaded and displayed

Error description

• Problem description:
  
  Opening a plan where a Work Item has a linked Work Item located
  in a Project Area that the user has not read access shows the
  message 'Loading Additional Items (33%)...' for ever. User can
  work with the plan, there is no problem but the message does not
  disappear.
  
  
  How to reproduce:
  
  1. Login to server as say clmadmin.
  2.Create a Project area and set the access control to the list
  of people. Say 'PA with Access control'
  3. Add clmadmin to the access control list.
  4. Create a Work Item say 'test task in PA with Access control'.
  
  5. Create another project area and set the access control to
  every one. Say 'PA visible to every one'.
  6. Create a work item  'Test parent task' in this project area.
  Set the 'test task in PA with Access control' as the child of
  this task and also set the planned for so that this work item
  can appear in one of the plans.
  7. Create or Open the plan with the Iteration and owner so that
  the 'Test parent task' is visible in the plan. Both the parent
  and child work items are visible.
  8. Log out and log as any other user who  has the licenses to
  view the plan.
  9. The plan keeps showing 'loading 33%' for ever.
  
  What is:
  The WI are correct displayed. A user can see what he has access
  too.
  
  But the message 'Loading Additional Items (33%)...' is wrong.
  One can start working with the plan and there is nothing more to
  be loaded.
  
  What should be:
  The message 'Loading Additional Items (33%)...' should
  disappear.
