Error description

• Give QCF the ability to use the same jobname (or started task
  name) in the same IMSPLEX.
  This is derived from FITS REQ MR080212597.

  Server registers to SCI with the jobname. In case there is
  already reisterred server with this name- new member name is
  created for the server, that is different from the jobname.
