PM80354: CELLPUTPROPORTIONALSPREAD FUNCTION FAILS IN TI PROCESS WHEN RUN WITH NON-ADMIN

Error description

• CellPutProportionalSpread function fails in Ti process when run
  with non-admin account or when the user account running the Ti
  process doesn't have write access to the cells being written to
  by the function. ??Ti processes should be run with the admin
  privileges even when executed as a non-admin user account. It
  appears that this admin privilege does not apply to the
  CellPutProportionalSpread function.
