PM80219: Server Local de lead to a invalid localized pattern error when run a report studio report with a German format pattern

Error description

• When in the IBM Cognos Configuration under Global Configurations
  the Server Local is set to the value 'de' and the Report Studio
  Report include a data format pattern 'MM/JJJJ' then it appears
  the following error message:?I18NRuntimeError:-14:Fatal: The
  specified localized pattern is invalid.RSV-SRV-0042. It does not
  appear any error message when the pattern looks like 'MM/YYYY'.
  

Local fix

• Use English pattern (MM/YYYY) instead of German pattern (MM/JJJJ
  )
