PM79943: RUN TIMES FOR LOAD BALANCING NOT FOUND FOR PARTITIONED TABLESPACES WITH A SINGLE PARTITION

Error description

• When using Load Balancing by Time and building at the partition
  level, the runtime stats for a partitioned tablespace that
  contains only a single partition may not be found.  This causes
  message HAAB072I (Run times do not exist for this table space)
  during the build, and the resulting reorg jobs may be unbalanced
  in their execution time.  This issue only occurs on DB2 V9.
  
  This issue occurs because the runtime stats for the single
  partition space are being stored with a partition level of
  'all', but the build process is searching for partition 1,
  resulting in the not found condition.
