PM79697: Cannot see customized properties' value zOS server

Error description

• With Tivoli Directory Server 3.21 (on zOS as well), they added
  customised values to the Tivoli LDAP property departmentNumber,
  businessCategory?displayName.  In 8.4.1 Cognos Configuration,
  they added a ldap namespce and added Custom properties
  departmentNumber, businessCategory?displayName.  When install
  Cognos BI Server on Windows, then open Framework Manager -
  Project - Session Parmeter, the values from departmentNumber,
  businessCategory?displayName can be seen as expected.  If
  install Cognos BI Server on zSystem, then open Framework Manager
  - Project - Session Parmeter, the values from departmentNumber,
  businessCategory?displayName is blank, though the three
  properties can be seen. - this is the concern.
  

Local fix

• using all lowercase for the value of the custom properties
