Error description

• Level 3 finds that rriAcceptSessReceive may release the Accept
  block athough the bind processing can still continue which may
  result in ABEND0C4. This is observed after UK81429
  .

  During the binding phase of channel start up for a client
  channel, an invalid transmission was received.
  rriAcceptSessReceive detected the invalid segment and freed the
  rriAccept control block prior to returning an error return code.
  An error in rriAcceptSess can cause it to ignore this return
  code when the channel is configured with SHARECNV(0), causing it
  to read a further transmission from the socket. When this
  transmission was processed, an attempt was made to access the
  rriAccept control block, leading to the reported 0C4.
  

Problem conclusion

• rriAcceptSess is changed to correctly detect the error return
  code from rriAcceptSessReceive, and prevent channel start up
  from proceeding any further. The channel will fail to start and
  CSQX575E 'Negotiation failed for channel' is issued.
