Description:

getDomains() does not return the correct number of domains.

With static enablement, with just browser being enablement,
getDomains() should return as many instances of HTML domain as
present

With dynamic enablement, a single call to hookBrowsers(),
getDomains() should return as many instances of HTML domain as
present
