PM76749: Business Insight not using default selection when language not English and parameter used in data item

Error description

• If a report has a prompt on the report page with a default
  selection defined, and the parameter for that prompt is used in
  a data item in the report query.  If the report is dropped into
  a Business Insight dashboard when the content and and product
  languages are not set to english, the user is prompted for a
  value for the parameter as if no default selection exists.
