  TB Owner, the QUALIFIER is blank.

  Because the order of the generated jobs places the BIND job
  after the Checkpoint Table creation job (template name
  'ADBCHKPT'), if the BIND job is run first, the parameter
  carrying the QUALIFIER ID value has not been set, and
  therefore is blank.
