Error description

• Behavior of 'Delete' for Attachments is incorrect when
  Read-Write security is enabled
  
  Prerequisites:
  
  1. Change 5.3.0.4 installed.
  2. Read-Write Security enabled for Change Requests
  3. Deny Write Access to CR's in a specific state (for example
  'Obsolete'), for 'Everyone'
  
  
  Steps to Reproduce:
  
  1. Submit a new CR to the Entered state.
  
  2. Add three attachments to the CR.
  
  3. Transition the CR to a Read Only State as specified in the
  Read-Write Security tab - for example - Obsolete.
  
  4. View the CR.
  
  
  Expected Results:
  
  - Each attachment is displayed and the only corresponding link
  is 'Download'.
  
  
  Actual Results:
  
  - For the first attachment, the only corresponding link is
  'Download'
  - The second, and subsequent attachments have corresponding
  links for 'Download' and 'Delete'
  - The link for 'Delete' does not work
