Error description
When using Parallel RECON Access (PRA)this error occurred. DSP0300I INTERNAL DBRC ERROR DSPURI00(PM59495 )+X093A #01 TERM/DUMP DIAG=RECON:NO ACTIVE DATA SETS FOUND Caused by SMSVSAM failure. IMS did not fail. GENJCL jobs did fail. It is an issue with GENJCL command processingwhere it is doing some processing not in an order that is expected by DBRC I/O processor. It caused an issue with PRA retry handling.

**************************************************************** * USERS AFFECTED: All users of IMS V12 with parallel RECON * * access enabled. * **************************************************************** * PROBLEM DESCRIPTION: An ABEND U2480 for no active data sets * * can occur if a quiesce close is done * * a job processing the end quiesce * * encounters a retriable error AND the * * next request for the job is a GENJCL * * command or any DBRC command and * * DBRC command authorization is enabled. * **************************************************************** * RECOMMENDATION: INSTALL CORRECTIVE SERVICE FOR APAR/PTF * **************************************************************** The abend occurs because the RECON data sets remain closed if the end-quiesce process encounters a retriable error during the open process of end-quiesce. The logic expects the next I/O services request to be a logical open at which time it will try to re-open the RECON data sets before processing it. In the case of GENJCL and command authorization processing, a request to get the RECON data set names is made before the logical open which cause ABENDU2480 because there is no open RECON data set.
Problem conclusion
GEN: KEYWORDS: *** END IMS KEYWORDS *** Since logical open processing will already take care of the situation when the RECONs are still closed after an end-quiesce, logic should be added around the DSPRCNFG SETRCDSN requests so that the RECONs are logically opened then closed. DSPDCAI0 is changed to add DSPROPEN and DSPRCLOS around the DSPRCNFG request. Since these can introduce non-zero return codes, a logic is added to propagate any non- zero return code from these calls. DSPJCMAI is changed to add DSPROPEN and DSPRCLOS around the DSPRCNFG request. Since these can introduce non-zero return codes, a logic is added to propagate any non- zero return code from these calls. DSPSTART is changed to correct the generation of V12 ID level.
