  one or the other not being installed.

  * PROBLEM DESCRIPTION: When parallel reorganization jobs are   *
  *                      generated by DBCS, IMS Tools Knowledge  *
  *                      Base AND Policy services control        *
  *                      statements are created regardless of    *
  *                      whether one or the other tools is       *
  *                      installed or not.                       *

  * RECOMMENDATION:                                              *

  Logic was added to only generate IMS Tools Knowledge Base and
  Policy Services control statements independently of each
  other.
  
  An additional non-related fix is in this APAR to issue the
  following message during the SETUP function if an expected
  DSPSCIX0 is not in the IMS RESLIB for a SYSPLEX.
  
  IDLR559: IDLRBUIL; CC = 12, IMS release discovery failure.
  DSPURX00 SYSIN control statements displayed for diagnostic use.
  Check TSO session log for additional DBRC issued messages.
  RESLIB could be missing DSPSCIX0 exit if the RECONs are used in
  a SYSPLEX.
