Error description
A row delete request on QCF ISPF panel IQCP95 is submitted and appears to process even when a user has no access authority to do the delete. In reality the delete never happens (as expected), but just appears to happen on that panel.

On function end - the counter * * is checked - and if it is not 0, a * * warning message is isued on the panels * * and the function's listing is displayed * * before the panel with the destinations. * * Batch programs end with RC=04 and a * * message is issued. * **************************************************************** * RECOMMENDATION: * **************************************************************** If there are destintions that are selected for the action, but the action is rejected because of no authorization,next message shows on the panels: IQCXCTRL ended with RC=04, user is not authorized to perform selected action for some destination.Check the report to verify destinations that have been selected. For batch runs, step ends with RC=04 and next message is issued IQC7018I Actions to some destinations rejected due to ins ufficient authority USERID=userid.
Problem conclusion
Install the APAR and restart the control region and the panels.
