Error description

• A HTTP 404 (NOT FOUND) status code is returned when a request
  for a stopped application has been received rather than a HTTP
  503 (Service Unavailable).

  When a request for a stopped application is received, a 404
  (NOT FOUND) status code is incorrectly returned.
  The Web Server plugins need to know the difference between the
  application not being installed and not started.
  

Problem conclusion

• A number of changes were made to correct the behaviour, the
  main changes being the preregistration of virtual hosts and
  the allowing of null context roots.
