• Closed as program error.

Error description

• When #<id> is used in <a> tag to WCM content in
  HTML
  and Rich Text component and content is saved, following
  problems
  occur.
  
  1. one character before # is removed, when user adds parameter
  and #<id> at the end of URL as below. With following
  <a> tag,
  "param=value#id" becomes "param=valu#id".

Local fix

• In LinkCmpnt, when it processes query string, it calculate the
  position of '#' by 1.
