Error description
When we do a build all, it does multiple generations for the same file. For example, when running 'build all' it was detected that a given JS file was generated at 12:02 and then, generated again at 12:16.

If "Generate Built Parts" is enabled in the workspace, a part will be added to a new generation queue each time it is built. This results in parts being generated more than once for the same input.
Problem conclusion
Before adding a built part to a generation queue, the existing queues are queried to see if they already contain a request to generate the same part with the same build descriptor. If a request exists, a new one is not created.
