Error description

• MSG FPQ0002E WITH FEEDBACK: 00060017 D9C9C908 00000002 INDICAT-
  ING VSAM ERROR OF DUPLICATE KEY OR BAD LOAD SEQUENCE.
  Since we are not loading it must be Duplicate key. It appears
  this all this happened after they deleted some current report,
  that might have changed the number of history generations.

  This message shows when the current report has been deleted,
  then a new report is stored with seq number 1 ( because of
  missing current). On next report the current with seq number
  1 has to be written as history, but such history report
  exists.
  

Problem conclusion

• The server program has been changed to delete history reports
  with sequence number equal or greater than the current report.
