Error description

• Allow IMSDBSTOP to issue the DBR command, if the IMS system is
  active, prior to trying to allocate the database data sets.
  Currently, IMSDBSTOP checks to see if it can allocate the
  database datasets with DISP=OLD prior to issuing the DBR
  command.
