Error description

• Values for VARCHAR host variable/parameter marker on select
  statement associated with CCSID 819 is not readable in the
  HOSTV_TEXT column in the DB2 offload table
  SYSTOOLS.CQM23_EXCP_HOSTV.
  .
  This APAR converts 819 CCSID HOSTVAR data during the offload
  process so that it's readable in the CQM23_EXCP_HOSTV table.
