Error description

• Some operations with webviews in IBM Rational ClearTeam Explorer
  8.0 may be slower than IBM Rational ClearCase Remote Client
  (CCRC).  Examples include mkelem and checkin.
  
  The time differences are generally moderate, with one possible
  example being a mkelem taking 2 seconds in 8.0, as opposed to
  1.5 seconds in 7.1.2.  Differences will vary depending on the
  operating system, system resources, network latency, and other
  variables.
  
  
  Reproduction steps:
  
  1) Install IBM Rational Change Management (CM) Server 7.1.2.x.
  
  2) Record the average time for a mkelem operation in CCRC
  7.1.2.x over a series of test cases.
  
  3) Uninstall CM Server 7.1.2.x and install IBM Rational
  ClearCase WAN Server 8.0.x.
  
  4) Record the average time for a mkelem operation in ClearTeam
  Explorer 8.0.x over a series of test cases.
  
  5) Compare the time differences between 7.1.2.x and 8.0.0.x.
