Error description

• Setting profile tag multiplicty to anything other than '1'
  breaks local/global tag values relationship, resulting in one
  global value for each tag. No local values are created.
  
  1 Create new model
  2. add profile, add tag to profile.
  3. set profile to
  
  'Applicable to' - Class
  'Multiplicity' to any value other than 1.
  
  4. Add a class to default package
  5. open class features and select Tags tab.
  6. add tag values via '...' button, e.g. 'test1' and 'test2'.
  
  Normally this would create a local copy of the profile tag at
  the class level.
  
  However, in 7.6.1 it doesn't create a local tag and the profile
  tag is changed. Customer has just upgraded to 7.6.1 and this has
  caused utter havoc. They are blocked and cannot continue
  working.
