Error description

• Queue manager (MSTR) ABENDs with 5C6 (00D40016) in CSQMDALL.
  This occurs when doing a MOVE of cluster queue followed by a
  MOVE of the SYSTEM.CLUSTER.TRANSMIT.QUEUE

  * RECOMMENDATION:                                              *

  The problem occurs when issuing a MOVE command to a cluster
  queue followed by a MOVE to SYSTEM.CLUSTER.TRANSMIT.QUEUE.
  The first MOVE results in Mthr.pClusterXmitQ being set and
  the lock being obtained. However, the MOVE against the cluster
  transmit queue results in CSQMRLLK releasing the lock (but
  Mthr.pClusterXmitQ remains as-is) which leads to the 00D40016
  during deallocate processing.
  
  The commands can be in either CSQINP2, causing the abends to
  occur at the end of startup. The problem can also occur if
  the commands are via SYSTEM.COMMAND.INPUT, in which case the
  abend occurs during shutdown processing.
  

Problem conclusion

• The code was changed to reset Mthr.pClusterXmitQ when the lock
  is released, avoiding the attempt to release it later on.
