Error description

• Attachments in a read only CR are not displayed.
  
  Steps to Reproduce:
  
  1. Install Rational Change 5.3.0.3
  
  2. Create a CR.
  
  3. Add an attachment to the CR.
  
  4. Transition the CR to a Read Only state. For example - closed.
  
  
  Expected Results:
  
  Attachment should be visible and be possible to download.
  
  
  Actual Results:
  
  Attachment is not visible and cannot be downloaded.
