Problem conclusion

• Whenever CEX determines that it must dynamically create a new
  active journal data set, it will create the data set without a
  secondary extent size (so that the journal data set cannot go
  into secondary extents) and with the CONTIG option so that the
  primary allocation will always be one single, contiguous extent.
