Error description

• Fulfill customer requirement MR0308125519 to change EXEC CICS
  ASKTIME ABSTIME to return the time in units of milliseconds
  instead of units of 1/100 of a second.

  *                      round the result to the nearest         *
  *                      hundredth of a second.                  *

  * RECOMMENDATION:                                              *

  EXEC CICS ASKTIME ABSTIME currently returns the number of
  milliseconds rounded to one hundredth of a second, that is,
  the last digit will always be a zero.
  
  This APAR ensures that the result will always be in units
  of one thousandth of a second, that is, the last digit will
  be a value in the range 0 to 9.
  
  EXEC CICS FORMATTIME ABSTIME is not changed as it already
  allows for this precision.
  

Problem conclusion

• DFHEIDTI has been changed to implement the new precision for
  ASKTIME ABSTIME.
  
  Manual SC33-1658-04 CICS Transaction Server for VSE/ESA
  Application Programming Reference has been changed to describe
  the difference in behaviour of the ASKTIME command on page 19:
  
  ABSTIME(data-area)
  
     specifies the data area for the time, in packed decimal,
     since 00:00 on 1 January 1900 (in milliseconds rounded
     down to the nearest thousandth of a second).
