  Description of Problem to Reproduce:
  
  1)  ClearCase client logged in as root remotely from the View
  server host issues the following command:
  
         cleartool mkview -tag test -host remotevs -hpath
  /ccstg/views/test.vws -gpath /net/remotevs/ccstg/views/test.vws
  /net/remotevs/ccstg/views/test.vws
  
  cleartool: Warning: Storage pathname '/ccstg' may not reside on
  host 'remotevs'.
  cleartool: Warning: Config spec OK, but unable to tell view
  server to load.
  cleartool: Warning: View server should be restarted.
  cleartool: Error: Set configuration spec of
  /opt/rational/clearcase/default_config_spec failed: Permission
  denied
  cleartool: Error: Unable to create view '/ccstg/views/test.vws

  2)  On the View server host, check the view_log after 15 - 30
  minutes and the following can be seen:

  Because the albd_server lists the View as BUSY, the process will
  not terminate in the default 2 hours and will remain active
  until manually killed.

  Fixes a ClearCase view server problem on all UNIX platforms
  where the view server remains active and write lots log
  messages when a ROOT user executing the "cleartool mkview"
  on a remote host and without correct permission on the
  network access storages.
  

Problem conclusion

• A fix is available in ClearCase versions 7.1.2.7 and 8.0.0.3
