Error description

• When a CANCEL command is entered for an IB job, the job is not
  terminated until another CANCEL command is entered.

  This APAR fixes the problems listed in the Problem Description
  field.
  
  In the ESTAE routine of the main module IIUSTART, terminate
  requests are issued for the subtasks: IIUCMRGR and IIUMMSGR.
  In cases of ABENDS122 or ABENDS222, the terminate request does
  not work and waits for a long time.
