PM58639: No message displayed when user tries to delete an orthogonal state.

Error description

• When a user tries to delete an and-state from the statechart
  diagram, Rhapsody doesnt perform any action however if the same
  and-state is tried to delete from browser, Rhapsody prompts for
  'Cannot Delete orthogonal State'
  
  To reproduce the behavior:
  
  1.Create a class and add a statechart
  2.Create and-states
  3.Right click on the an-state and perform 'delete from model',
  Rhapsody doesnt perform any action, no message pop up.
  4.Perform 'delete from model' of the and-state from the browser,
  Rhapsody prompts for 'Cannot Delete And States'
