  Sysplex Manager calls IRLM for statistics call with ECB, that
  has not been registered and the IMS control region abends with
  USER0767.
  

Problem conclusion

• Sysplex manager calls IRLM with ECB that is not registered with
  the Dispatcher. The control region abends.
  All programs that call IRLM for statistics and long locks have
  been changed to register the ECB bfore IRLM calls.
