Error description

• When creating a fully labeled baseline in IBM Rational ClearCase
  Project Explorer, you may see 'Not responding' in the main title
  bar.  Project Explorer then hangs and is unusable.
  
  This occurs when there are many foundation baselines which are
  not mastered locally.
  
  Workaround:
  
  To resolve the issue, you can do one of the following:
  
  1) Use the command line 'cleartool mkbl'
  
  2) Create the baseline as incrementally labeled and use the
  command line to upgrade to fully labeled  'cleartool chbl'
