  When trying to access a ClearQuest record or to create a new
  record using OSLC, users are prompted to enter a ClearQuest
  user name and password that will be reused within the same
  browser session.  If incorrect credentials are entered, a
  vague 400 error message is thrown to the user and they do
  not have the opportunity to re-enter the correct
  credentials.
