Error description
If a product checks out a Suite -- as opposed to the point product -- license, the name of the actual license checked-out is not updated in the license structure. When heartbeats are called after a successful check-out, in the above scenario, causes heartbeats to be checked against the original license name and not the actual checked-out license. This results in failure returned by the heartbeat function.

PROBLEM DESCRIPTION : When a new Windows user opens the RequisitePro client for Windows for the first time, clicking on the Menu shows the following error: ?The License server cannot be reached or is not responding properly?. This message occurs because of an error in the code that communicates with the license server (heartbeat).
Problem conclusion
Licensing code was updated to be able to process the heartbeat using RLP and RLPwCC licenses when using RequisitePro client for Windows. The fix for this APAR was included in RequisitePro version 7.1.2.7 and 7.1.3.3.
