Error description
A drillthrough to an IBM Cognos Connection report is added to a powercube. When drilling through from Powerplay Studio, the Cognos Viewer toolbar is not displayed. This only occurs for users with Content Locale set to English (United States), and does not happen when running the target report directly.
Local fix
On the gateway servers in c10/webcontent/rv/res make a copy of t he file "viewer_en.js" and rename the copy "viewer_en-us.js"
