• Closed as program error.

Error description

• An incorrect referback can be generated on a imagecopy DD that
  results in a JCL error.
  The error can occur when the following are true:
  1). Reorgs are being generated with imagecopies.
  2). The reorg objects are broken into multiple steps.
  3). Templates are not being used.
  

Local fix

• Use Templates to generate the imagecopy datasets or build the
  reorg objects in a single step.
