  To Reproduce:
  
  1)  Make a new element with two branches
  
  2)  Load a CM Server CCRC View with one of the config specs used
  to make one of the branches in the element
  
  3)  Select ?Show version tree? for the element
  
  4)  Select ?Merge to view selected version...? for the version
  on the other branch
  
  5)  Compare window proposes the changes and does not
  automatically copy the ?From? version to the ?To? version
  
     Note:  This is true for ?Window -? Preferences -? Team -?
  ClearCase Remote Client -? Integration -? Compare/Merge
  Preferences -? ?Use this tool as the default?:
     Eclipse
     ClearCase External
     CCRC Integrated (UTF-8)
