The constructor can be called in a non-server environment, which is why the FFDC is generated.
Problem conclusion
The AddressingClusterSupportHandler was modified so that it no longer attempts to initialize function specific to a server- environment when invoked in a client environment. The fix for this APAR is currently targeted for inclusion in fix pack 8.0.0.2.
