PM46806: Unable to change password at next logon through web browser using Japanese as default language

Error description

• When user check property "User must change password at next
  logon" in access manager and try logon to upfront, ??error
  occurs and then, user is unable to change password.??
  

Local fix

• Change web browser language to English.
