Local fix

• 1)  Avoid entering "F cccccccc,P H2db2ssid" command to stop H2
  collector.
  2)  Avoid replying "STOP" against message KO2H0001W.  Reply
  STOP, the message will go away but when the DB2 is activated
  there will be no historical data collection. Note: the H2
  Collector can be started later when the DB2 is activated.
  When this message, KO2H0001W, is issued, do nothing, in which
  case the message will remain on the console as an outstanding
  reply.  When the DB2 is activated, the H2 Collector will
  automatically connect to that DB2 and the message will go away.
