PM45796: IMPLEMENT NEW METHOD OF WRITING TO SYSPRINT DD DURING UET INTERCEPTION OF DSNUTILB.

Error description

• This APAR includes the following fixes:
  1. Add support for migration of utility monitor journal tables
     from v2.1 to v2.2
  2. HPU job terminates with RC=8 when UET DSNUTILB Intercept
     cancels the HPU thread due to UET policy including the HPU
     thread.
  3. Temp discard table isn't created for a table with DBCS in
     name
  4. Utility Syntax ends in column 72...results in ABP thinking
     that SYSIN DD is empty
  5. UET messages are missed if sysprint of OPTIONS OFF is saved
     to DSN
  6. Two SYSPRINTs appear in RECOVER utility with LISTDEF with
       USM
  7. Duplicate SYSPRINT DD doesn't prevent utility from
     executing
  8. Implement new method of writing to SYSPRINT DD during UET
      Interception of DSNUTILB. (PM45796)
  9. Ensure Consistent Terminology - Message ABP900; "Discover"
      vs. "Discovery"
