Error description

• Read-only Boolean attribute is not read-only in Web UI.  In
  Eclipse client, it is read-only as expected.
  
  ?Steps to reproduce the issue?
  1. Create a project area with Scrum process template
  2. Create an attribute for defect type WI called 'test' and set
  the type to 'Boolean'
  3. Set the attribute to 'Read-only'
  4. Add the attribute to com.ibm.team.workitem.editor.default
  presentation and set the kind to 'Boolean'
  5. Create a defect type WI in Eclipse client
     ---? The 'test' attribute is read-only which is expected
  behavior.
  6. Create a defect type WI in Web UI
     ---? The 'test' attribute can be modified.
