Error description

• Dialogue will not allow the customer to Delete a Policy  with a
  prefix name of SYS.DBDTYPE., Create from scratch a Policy  with
  a resulting new policy with a prefix name of SYS.DBDTYPE, Model
  a Policy from any other Policy  with a resulting new policy with
  a prefix name of SYS.DBDTYPE.
