  Description:
  
  When user submits changes to the object and display RCR in the
  Rational Change, the Associated RC link does not show up in the
  RCR display form.
  
  Steps to reproduce:
  
  1. Submit RCR
  2. Select Default RCR
  3. Modify the Object
  4. File?Save
  5. Log into Rational Change
  6. View the RCR
  
  You'll notice the Associated RC link is not generated to view
  the changes made in above steps.
