  GJEMSCE0 TERMINATED DUE TO ERROR.

  abend0c4 occured due to a basing problem and a wrong offset
  is obtained from MSCEB block
  

Problem conclusion

• code was changed to correct the basing problem and compiled
  with correct level of IMS macros.
  This APAR also fixed a problem with routing local affinity
  transactions and display of the '*' as IMSid for SYSTEM
  statement.
