Error description
Installing FixPack3 of C8.4.1 changes the behavior of Cognos 8 service startup. After installing C8.4.1FP3, Cognos 8 service is wrongly started as 'Running' status even if Content Store DB is down. Under the condition that Content Store DB is down, this problem can be reproduced when you set 'Automatic' for the service startup type of Cognos 8 in Windows service manager and then you reboot Windows OS. Also, the issue can be reproduced just once when rebooting Windows OS and there is no problem if you try restarting Cognos 8 service manually from Windows service manager.
