Error description

• In CQweb:
  Open a parent record.
  Launch a child record from the parent so it pops-out.
  Drag the browser window up from the bottom so it covers the
  bottom of the child record.
  Drag the title bar of the child record up to be able to see more
  of the record. Release the mouse.
  Upon releasing the mouse, the child record will pop-upwards in
  the browser, so most of the record is out of view, and the title
  bar is no longer drag-gable.
  
  Must refresh browser, possibly loosing work.
  
  Use case: small screen estate and trying to see other windows on
  the screen or 2 windows at the same time.
