• Closed as program error.

Error description

• After applying IBM Rational ClearCase fixpack 7.0.1.2 or later
  there can be a degradation in the performance of making
  baselines. This is particularly significant in streams that have
  their foundation
  on the INITIAL baseline of many components and start by
  importing a large number of files.
   (by clearfsimport for example)
  
  
  Steps to Reproduce:
  
  1.  Create, say, 50 new, empty components.
  2.  Create a new project, with foundations on the 50 empty
  components.
  3.  In the integration stream, create an activity, and using
  that one activity create 2,000 or more new files in each
  component.
  4.  Make a fully labelled baseline.
     It is reasonable to expect this to take quite some time.
  5.  Create a new activity.
  6.  Make one new version of one file.
  7.  Make an incremental baseline.
     It is reasonable to expect this to be quite quick, but it
  also takes quite a while.
  
  Workaround:
  
  There is no known workaround for this issue.
