  Description of problem: An EGL RUI webservices application, when
  service bindings been overridden, following below links,

  The customer was not able to use WAS tooling to change the
  service endpoints. This was because the RBD uses RAD tooling
  to add a serviceRef to the web.xml file. There was a change
  to RAD tooloing that RBD did not pick up so the serviceRef
  was not added to the web.xml.
  

Problem conclusion

• Changed the RBD code that calls RAD tooling to use the
  correct function.
